DispOffset does nothing in OpenGL

Came across this bug when working on layering sprites with capechase as to allow for multiple parts to change different colors, and discovered that DispOffset only works in Software. Now, I find this weird, because the shields appear behind the player fine, but that is likely hardcoded, as it does not apply to the gravity shield addon.

DispOffset hasn't worked for OGL for a long time, and the devs aren't willing to fix it.
